Just pondering the nature of porygon-z
We know that it was subject to experiments done by team rocket (making it more powerful by connecting it to computers). We were also subject to experiments by team rocket but of a different nature (trying to make us shiny). Since we can sometimes evesdrop into some things that he says it seems likly that we share some electronic imprint from the experiments. Essentially we have a link that connects us to porygon-z, that he has been using to communicate with us. This seems especially likly since he never telepathicly speaks to pokemon/people other than us who aren't electronic in nature.
tl;dr porygon-z has specific telepathy that concerns only us, so can in all liklyhood locate us regardless of machines.
